THE GENESIS OF RCPSDC
The Rubber sector is highly labour and energy intensive. Non-availability of skilled manpower in the sector is a major challenge in the productivity and growth of the industry. Rubber sector has acute shortage of skilled manpower that should be trained and equipped with the talent as per the industry requirement. As per the skill gaps identified in the primary survey conducted by RCPSDC brings to the fore that the current workers recruited in the rubber industry have generic employability skills and not specific task skills/knowledge.
In current scenario, the employers recruit fresher for the entry level jobs on the shop floor and train them as per their requirement. These are unstructured and informal trainings that does not provide the appropriate skills. The roles performed on shop floor are very important which can anticipate increase or decrease in production, results into productivity and growth of the company. Rubber sector has tremendous growth and opportunity that can create employment for the youth and contribute to the economic and social stability of India.
Rubber industry in India can be classified in three segments viz. Rubber manufacturing, Natural Rubber plantation and Tyre Service & Maintenance. The rubber manufacturing industry includes Tyre (retreading, tyre occupations, services and maintenance); Non-tyre (Reclaim rubber and non-tyre occupations); and Latex segments. It is fragmented in structure with 6000.
To ensure availability of skilled human resources to rubber industry, Rubber Skill Development Council (RCPSDC), a Sector Skill Council for the rubber sector set up by All India Rubber Industries Association (AIRIA), Automotive Tyre Manufacturers’ Association (ATMA) and National Skill Development Corporation (NSDC) under the aegis of Ministry of Skill Development & Entrepreneurship (MSDE), for focusing on skill development & training needs of the rubber sector. The purpose of RCPSDC is to ensure the generation of skilled manpower in rubber sectors, provide employment opportunities to youth across the nation, create career paths in roles existing within the unorganized and organized segments of the rubber sector and ensure active participation of the industry in absorption of skilled manpower generated through RCPSDC.
In current scenario, most of the skill learning on the shop floor in the industry happens largely unstructured, on-the-job training as the professional institutes are offering chemical engineering that does not serve the need of the industry. Thus, RCPSDC understands that short term modular courses and certification are the need of the industry for frontline shop floor workers and supervisors. The training programmes focus more on live-project and on-job training methodology so the students are readily deployable as per the requirement of the industry. It is also very important to build capacity and affordability in the training infrastructure to encourage persons from less educated and lower income groups to opt for such courses and develop fruitful career in the rubber industry. Therefore, RCPSDC develops a path that helps individual to get trained and certified in appropriate skills leading to employment opportunity in collaboration with industry.
